Richard Brown was born in Elgin, Illinois, but moved to Wisconsin at age 8 when his father began working for the Chicago & Northwestern Railroad. After high school, he served in the U.S. Navy for three years, then attended Northern Illinois University where he majored in political science. After completing graduate school, he began a thirty-year civilian career with the U.S. Army. Richard and his wife live in Overland Park, Kansas.
